The Indiana Child Care Business Alliance is a business-led organization created to protect, strengthen, and advance licensed child care operators across Indiana.

ICCBA exists because licensed child care businesses are essential to Indiana’s workforce, economy, families, and future — but too often, the business side of child care is underrepresented in the policy conversations that shape the industry.

Indiana Child Care Business Alliance Inc. is an Indiana nonprofit corporation formed to give licensed child care businesses a unified voice in Indiana’s economic, legislative, and early education future.

ICCBA was founded by Omar Khan, a 13-year Indiana child care operator and CEO of The Weston School. The founding Board of Directors includes leaders from The Goddard School, LeafSpring School, and independent operators across Indiana.

Together, we represent more than 75 licensed child care schools serving over 10,000 Indiana children—bringing real operator experience and a unified business voice to the decisions shaping Indiana’s child care future.

The Story

Why ICCBA Was Created

ICCBA was created to give licensed child care operators across Indiana the unified business voice they have been missing.

Licensed providers help parents work, employers retain talent, communities grow, and children enter school ready to succeed. But the policies affecting child care businesses are too often shaped without operators fully represented at the table.

ICCBA exists to organize licensed operators, educate policymakers, protect private-sector child care, and strengthen child care as essential workforce infrastructure for Indiana’s economy.

Filed an Official Response

ICCBA filed an official public comment on Indiana’s proposed child care licensing rule, LSA 26-159, ensuring licensed child care operators were represented in the formal rulemaking process.

Testified Before the State

ICCBA testified on camera at the July 6, 2026 OECOSL public hearing, directly addressing state officials about the real-world impact of the proposed child care licensing changes.
